The program design for an overlay involves creating a new layer of functionality that sits on top of an existing system or application. This overlay is designed to enhance or extend the capabilities of the underlying system without modifying its core functionality. The design typically includes identifying the specific features or functions to be added, determining how the overlay will interact with the existing system, and ensuring that the overlay is seamlessly integrated and easy to use for end users. Additionally, the design may involve considerations such as performance optimization, scalability, and compatibility with future updates or changes to the underlying system. **
